Handbook II: "Competence centers as business models for development of innovative public-private partnerships in the field of software engineering in Croatia”
The purpose of the handbook “Competence centers as business models for development of innovative public-private partnerships in the field of software engineering in Croatia” is to provide guidance to the project partners involved in the Tempus project “Collaborative Internationalization of Software Engineering in Croatia” and other parties interested in the issue of establishment and growth of competence centers for software engineering at Croatian universities.
The handbook lists the main arguments in favor of establishing a network of competence centers on Croatian universities such as the pressure resulting from increased competition due to globalization process, utilization of endogenous potentials, know-how transfer etc. Definition, character and activities of competence centers are described, including their role as crystallization points for SME clusters and international cooperation, their role in defining regional profiles and identities, support for learning organizations and life-long learning programs.
The process of founding competence centers for software engineering is a complex process, raising a number of questions that must be answered by co-founders. The handbook mentions the main questions and doubts identified during this Tempus project, as well as several risks in the initial stages of center existence.
The model of public-private partnership is suggested as the most appropriate model for establishing SE competence centers. Thorough analysis of political, economic and social aspects of introduction of public-private partnership model in the Croatian higher education is presented, as well as the integral development strategy of software engineering competence centers in Croatia.
