HANDBOOK I

Handbook I: “Role and tasks of Universities in the Development of Software Engineering in the Republic of Croatia”

The handbook “Role and tasks of Universities in the Development of Software Engineering in the Republic of Croatia” aims at describing the current state of the ICT sector and significance, roles and tasks of universities in development of software engineering field in Croatia.
 

The first section of the document presents the project’s main goals and provides short descriptions of involved project partners. The second part describes the strategy for the development of the ICT sector adopted by the Government of the Republic of Croatia, various analyses of the current state of the ICT sector and measures necessary for its improvement. The integral concept of development of software engineering in Croatia is proposed in the third section. Establishment of a network of competence centers at Croatian universities is suggested, roles of all involved partners described (universities, governmental institutions, large companies, SME-s, professional organizations etc.). Public-private partnership is proposed as a basis of such centers, providing close cooperation between universities and industry, as well as ensuring their sustainability.

HANDBOOK II

Handbook II: "Competence centers as business models for development of innovative public-private partnerships in the field of software engineering in Croatia”

The purpose of the handbook “Competence centers as business models for development of innovative public-private partnerships in the field of software engineering in Croatia” is to provide guidance to the project partners involved in the Tempus project “Collaborative Internationalization of Software Engineering in Croatia” and other parties interested in the issue of establishment and growth of competence centers for software engineering at Croatian universities.

The handbook lists the main arguments in favor of establishing a network of competence centers on Croatian universities such as the pressure resulting from increased competition due to globalization process, utilization of endogenous potentials, know-how transfer etc. Definition, character and activities of competence centers are described, including their role as crystallization points for SME clusters and international cooperation, their role in defining regional profiles and identities, support for learning organizations and life-long learning programs.

The process of founding competence centers for software engineering is a complex process, raising a number of questions that must be answered by co-founders. The handbook mentions the main questions and doubts identified during this Tempus project, as well as several risks in the initial stages of center existence.

The model of public-private partnership is suggested as the most appropriate model for establishing SE competence centers. Thorough analysis of political, economic and social aspects of introduction of public-private partnership model in the Croatian higher education is presented, as well as the integral development strategy of software engineering competence centers in Croatia.
