Životopis
Željko Tomšić rođen je 27.srpnja 1957. godine u Vrbovcu. Osnovnu školu i gimnaziju završio je u Vrbovcu. Godine 1976. upisao se na Elektrotehnički fakultet u Zagrebu gdje je i diplomirao 1981. godine na smjeru elektroenergetika. Na istom fakultetu na smjeru Elektroenergetika magistarski rad s temom: "Gospodarenje energijom u industrijskim postrojenjima" (mentor prof.dr.sc. Vladimir Mikuličić) obranio je 1990. godine. Doktorsku disertaciju u području tehničkih znanosti, polje elektrotehnika s temom "Metoda za analizu različitih mogućnosti održivog razvoja elektroenergetskog sustava" (mentor prof.dr.sc. Danilo Feretić) obranio je 2001. godine.

Znanstvene i stručne aktivnosti
Znanstveno-istraživački rad je u području energetike, ekologije i ekonomije u energetici, s posebnim naglaskom na planiranju elektroenergetskog sustava, zaštiti okoliša, racionalnom gospodarenju energijom u industrijskim postrojenjima, ekonomici u gospodarenju energijom.
Voditelj projekta hrvatskog dijela projekta: “Virtual Balkan Power Centre for Advance of Renewable Energy Sources in Western Balkans”; EUROPEAN COMMISSION 6th Framework Programme on Research, Technological Development and Demonstration, 2004-2006.
Od srpnja 2002 godine sudjeluje kao istraživač na Znanstveno istraživačkom projektu Ministarstva znanosti i tehnologije (0036048): "Održiva proizvodnja električne energije na liberaliziranom tržištu".
Od 1996.- 2002 godine istraživanja provodi u okviru projekta Ministarstva znanosti i tehnologije 036010 Sigurnost i zaštita okoliša elektroenergetskog sustava. Znanstveno-istraživački rad je u području energetike i ekologije, s posebnim naglaskom na planiranju proizvodnih kapaciteta elektroenergetskog sustava i zaštiti okoliša.
Svoja istraživanja obavljao je i u okviru projekta Ministarstva znanosti, tehnologije i informatike 2-05-024 - Racionalno gospodarenje energijom, alternativni izvori i zaštita okoliša u industrijskim postrojenjima do 1994. godine. U okviru svog istraživanja na tom projektu bavio se gospodarenjem energijom i metodama za praktičnu primjenu mjera za štednju i učinkovitije korištenje energije u industrijskim postrojenjima i zgradama, primjeni računala u gospodarenju energijom u industrijskim postrojenjima, ekonomikom u gospodarenju energijom.
U okviru međunarodnog znanstvenog projekta s Međunarodnom agencijom za atomsku energiju u Beču (IAEA) "DECADES" (Baze podataka i metodologije za procjenu različitih energetskih izvora za proizvodnju električne energije) radio je na razvoju i primjeni programske podrške za računala za analizu i planiranje elektroenergetskog sektora.
Do sada objavio preko 90 radova u međunarodnim i domaćim časopisima i zbornicima radova međunarodnih konferencija i savjetovanja i međunarodnih radionica, te je koautor na preko pedeset znanstvenih i stručnih studija.
Koautor je sveučilišnog udžbenika «Elektrane i okoliš» objavljenog 2000. godine.
U svom dosadašnjem radu sudjelovao je na mnogim studijama kao autor ili voditelj izrada studija za Hrvatsku elektroprivredu, EI "Hrvoje Požar", Ministarstvo zaštite okoliša Republike Hrvatske, Međunarodnu agenciju za atomsku energiju - IAEA Beč i dr. Bio je član pet komisija Ministarstva zaštite okoliša i prostornog uređenja Republike Hrvatske za ocjenu studija utjecaja na okoliš.
Sudjelovao u razvoju, testiranju i obuci za programski paket DECADES za Međunarodnu agenciju za atomsku energiju - IAEA, Beč, Austrija.
Ekspert u korištenju IAEA programa za modeliranje eleketroenergetskog sustava i baza podataka: DECADES i DECPAC/WASP, SIMPACTS VALORAGUA, ENPEP i MAED i programa za planiranje razvoja elektroenergetskog sustava ELFIN (Environmental Defence Fund, Kalifornija, USA).
Kao ekspert radio je na više međunarodnih projekata u svijetu: za UNIDO-a (Litva, Etiopija, Uganda Tanzanija) i za Komisiju Europske Unije - TACIS projekt (Armenija). Bio je predavač na 8 međunarodnih radionica o planiranju energetike Međunarodne Agencije za atomsku energiju (Egipat, Koreja, Argonne National Laboratory USA, Italija, Brazil, Nigerija) i bio je na nekoliko ekspertnih misija u organizaciji Međunarodne agencije za atomsku energiju (Slovenija, Egipat, Brazil).
Kao ekspert boravio 2002. godine šest mjeseci u Međunarodnoj agenciji za atomsku energiju – IAEA u Beču radeći u Department of Nuclear Energy (NE), Planning & Economic Studies Section (PESS) kao Energy/Economy Planner.

Osobni podaci
Povijest zaposlenja
Godine 1981. zaposlio se u TEP-u Tvornice elektrotehničkih proizvoda Zagreb, OOUR Istraživanje i razvoj, kao Inženjer razvoja i konstrukcije u odjelu za istraživanje i razvoj električnih razvodnih uređaja. Od 1987 – 1991 radio je kao šef odjela za istraživanje i razvoj električnih instalacionih sustava u TEP Tvornice elektrotehničkih proizvoda Zagreb. Od 1991. godine zaposlen na Fakultetu elektrotehnike i računarstva u Zagrebu, Zavod za visoki napon i energetiku.
Od 2004. – 2008. na dužnosti Pomoćnika ministra za energetiku i rudarstvo u Ministarstvu gospodarstva, rada i poduzetništva.
Od 2008 - član Uprave Hrvatske elektroprivrede zadužen za strategiju i međunarodne odnose
