Short description of project

The aim of the project is to develop a tool/system for enriched computer aided document indexing (E-CADIS) and to build a database of 15,000 Croatian indexed legislative documents. The database and the E-CADIS will be maintained by HIDRA which will disseminate them through public web-service thus giving rise to accessibility and transparency of legislative documentation of the Republic of Croatia to its citizens, as well as users from abroad using other languages for querying (via existing multilingual versions of Eurovoc). With the expert knowledge from CS, K. U. Leuven, present CADIS workstation developed by Faculty of Electrical Engineering and Computing University of Zagreb will be enriched (E‑CADIS) and turned into an automatic document indexing system which will speed up the indexing of new Croatian legislative documents. The expert knowledge from KU Leuven will also include the refinement methods for automatic indexing such as concept extraction, but also methods for more efficient document retrieval such as structured information retrieval models that take into account both the structural division of the legislative documents and the content of their texts when computing the relevancy of a statute, section or article to a document query.
