At its 736th meeting held on March 13, 2024, the Faculty Council adopted the Development Strategy for the period 2024-2028. The Faculty's strategic goal is to uphold high academic and ethical standards, serving as a centre for critical thinking and intellectual inquiry, and ensuring equality among all members and to be a driving force behind the technological advancement of Croatian society. One of the special goals is to ensure equal opportunities for employees and students in achieving personal and professional development, unhindered by prejudices and stereotypes. In the document, the Faculty expresses its commitment to the implementation of the principles of equality and inclusiveness and to ending all forms of discrimination based on race, gender, religion, property status, marital or family status, age, health status, disability, gender identity, expression or sexual orientation. The Faculty continues the development of institutional orientation towards respect for diversity, strengthening equity, social inclusion and solidarity.
The Faculty Council, at its 727th meeting held on April 12, 2023, adopted the Statute of the Faculty of Electrical Engineering and Computer Science. The Statute establishes the Equal Opportunities Committee as one of the permanent working bodies of the Faculty Council. Equal Opportunities Committee is permanently in charge of creating and implementing the Gender Equality Plan and the Diversity and Inclusion Plan. Members of the Committee for Ensuring Equal Opportunities are appointed from the ranks of researchers, administrative offices and students.
At its 710th meeting on 15 September 2021, the Faculty Council adopted the Gender Equality Plan for the period 2021-2025. The proposed measures are based on the results of an enquiry into gender equality at FER and in the local and national environment in which the Faculty operates. The research was conducted in 2020 to identify institutional factors and practises that might influence bias in various aspects of the Faculty's activities. Research and innovation stakeholders from European Union and around the world share common challenges regarding gender equality: a low percentage of female students in STEM fields (science, technology, engineering, mathematics), the phenomenon of women leaving jobs in STEM fields (leaky pipeline) and a low percentage of women in leadership positions (glass ceiling). Gender equality in research and innovation is one of the priorities of the European Research Area (ERA). The European Commission has set three objectives for European countries and institutions:
- gender equality in scientific careers,
- gender balance in decision-making, and
- integration of the gender dimension into the content of research and innovation.
The FER Gender Equality Plan sets out measures that contribute, to the extent possible, to the achievement of the stated general objectives. The document is the result of the collective work of FER staff and is therefore fully consistent with the established Faculty practises. The measures in the adopted action plan are harmonized with the Guidelines for the preparation of the Gender Equality Plan of the European Commission. The plan was created within the Caliper project: Linking Research and Innovation for Gender Equality funded within framework Horizon 2020.
At the 738th session held on May 22, 2024, the Faculty Council adopted the Diversity and Inclusion Plan 2024-2028. This action plan was adopted with the aim of strengthening the principle of equality and inclusion in all aspects of activity in order to reflect the diversity of society. The policy of ensuring equal opportunities aims to widen access, support participation and completion of studies and employment for all current and future students. In a broad dialogue of students, teachers and external stakeholders, the aim is to ensure an inclusive environment at the Faculty that promotes fairness and diversity and responds to the needs of the wider community. The activities of the Faculty in the community can be used to promote equity, diversity and inclusion. The institution's social engagement implies cooperation with external stakeholders from which all involved actors benefit. It strives to achieve true partnerships to solve social, technological, democratic, environmental and other challenges. The measures in the adopted action plan are aligned with the Plan of Measures for Improving the Social Dimension of Higher Education 2023. - 2025. of the Ministry of Science, Education and Youth.
