Coordination for the Homeland Security, headed by Deputy Prime Minister and Defense Minister Damir Krstičević, held on March 15, 2018 in the Ministry of Defense the first simulation exercise on the state level in Republic of Croatia titled Cyber Shield 2018. Along the Minister of Defense, Coordination consists of the highest state officials, intelligence agencies, chief of staff of the Armed Forces of the Republic of Croatia, Chief of Police and other state officials in charge of defense and security. During the exercise  present was also the head of the Laboratory for Information Security and Privacy assistant professor Stjepan Groš from Faculty of Electrical Engineering and Computing as a part of main planing team.

In the simulation exercise, apart from the members of Coordiation, invited were also representatives of the Association of Cities, the Association of Counties and the Association of Municipalities of the Republic of Croatia. Among the observers who followed the exercise were a number of prominent civil servants, senior officers of the army, police, etc. The organizer of the exercise was Ministry of Defence, which co-ordinated the main planning group. The task of the main planning group was to prepare the exercises. It consisted of representatives of all state bodies involved in the cyber defense of the Republic of Croatia. In this group Faculty of Electrical Engineering University of Zagreb via the Laboratory for Information Security and Privacy under the guidance of assistant professor Stjepan Groš was the only member of the academic community. During the preparation of this exercise, over the past few months, a series of activities aimed at the goal of organizing exercise have been carried out. In the exercise, the members of the Coordination were placed in a variety of conceivable situations in which the APT group (Advanced Persistent Threat) attacked the critical resources, and false news were published with the aim of disturbing the tourist season. The members of the Coordination were expected to react appropriately to prevent and reduce the damage.
